FY 2008 Military Base Pay Chart Process


At the beginning of the legislative year, the White House submits to Congress its recommendations for military pay and benefit changes for the upcoming year fiscal year. The recommendations for 2008 military pay and benefit changes are contained in Fy 2008 Military Base Pay Chart. The House of Representatives and Senate Armed Forces Committees use the annual proposal from the White House as a basic starting point in order to arrive at their recommendations to put into annual bills. Provisions in one bill are often not included in another, they are treated differently, or, in certain cases, they can be identical.

Once approved by the Armed Forces Committee, the final version of the bill is voted on by the full House of Representatives and full Senate. During the time the bill goes to vote, many amendments are typically submitted by various members of the House of Representatives and Senate that are voted on by the entire floor. If the amendments are not agreed to when they are voted on, the bills then goes to a neutral committee comprised of both members of the House of Representatives and the Senate that iron out the differences between the bill proposals. The agreed-upon compromise bill then returns to be voted on by the full House Representatives and full Senate. If passed by both the House of Representatives and Senate, the bill goes to the President for signature.

For the 2008 fiscal budget, the House of Representatives passed their version of the 2008 National Defense Authorization Act in May of 2007. The Senate passed its version in October of 2007. The two versions then went to a compromise committee and a final bill was presented to the White House in December that the President vetoed. After the 2007 holiday break, Congress passed a new version of the bill, removing provisions that the President disagreed with in the bill that had been submitted in December. The President signed the new version into law in January of 2008.
